Material welding SMAW (E901-G H4) have issue flooded outside

Could you share experience to a solution to decision receiving or return a lot welding material SMAW When it have issue flooded outside.
Now , I visual outside anh sureface welding material is normal.
I don't know , how to test to decision "Use as is" or return parking to vendor.
Please guide to me some experience.
 
When working with a good vendor the product is to be delivered as ordered. If their is a failure between order and delivery such as a flood a good vendor will resend the product and then work with the shipper for compensation. If that doesn't resolve the issue then it is on your shipper's insurance to resolve the issue. If the flood damage occured in your own storage it's up to you shareholders or insurance to cover the loss.

The vendor owes you rod delivered in the condition you ordered it in. Start here.

Otherwise, the cans appear to have been sealed and in tact. There are processes to dry and requalify a welding rod.
 
As long as the cans are sealed there should be no problem with the welding rod inside them.
 
Do not post multiple times.
I wasted my time responding to your post in another section that did not have the photos.
Normally I would recommend rejection but sealed cans should be fine to be used.
