Material Test Report interpretation

Hello. Steel Plate usually reads Carbon in percentage, say 0.21 or 21% I have a report reading -4 with a note that chemical units -4 = -4:x1/10000
Question: how do I interpret or convert to percent?

The percent by mass of Carbon would be

4/10000 x 100% = 0.04%

Or, would it mean, .04 pct lower than the low limit of the spec?

Metengr gave you the correct answer to your question. I just wanted to clarify in your example that a typical carbon steel would contain 0.21% Carbon (by mass), not 21%. Most carbon steels are > 98% iron with ~ 1% Mn and < 1% carbon + silicon + all the rest of the elements.

If in your case the certificate value specifies C = 1950 the carbon content would be 1950/10000 = 0.195%.

I'm sorry I have been out for a while.
actually I found the answer. by feith I asked a young and no enginner, my own daughter. she analized it and said: it does not make sense and cannot be constant or formulae but an just information on data.
I look further and there it was, the 4:x1/10000 just meant the given number divided by 0000,
