Material callout and case harden depth

I am in the process of checking a print and am trying to find a suitable material for a project at work. The ring shaped piece is 2570mm (214 inches) in diameter and 100mm thick (8.33 inches). The ID is 2135mm (178 inch). There are some tapped holes on both sides, but the OD surface finish (3.2) and its flatness is what is most critical. This diameter rides on a set of 2 rollers (steel, but don't know the type or hardness). I would prefer to stick with a 1018 or 1020 for machinability. How deep can I case harden something this large? If I case harden it, how much is it going to affect the dimensions? Thank you,
