Mass Vs Tag Relief

We currently utilize mass relief on our assembly lines. Two 15 min breaks and a 20 min lunch. I've been asked to determine the cost if we went to a tag relief system so the line never stops. Has anyone went through this exercise that could offer some advice as to how best determine the addtional headcount ?
