Does anyone have a good reference that would show a procedure for designing a cantilevered (unbraced/non-retaining) masonry screen wall? The only lateral load is transverse wind. No significant gravity or seismic loads.

All you have is cantilevered load on a wall and eccentric load on a footing. Once you find the wall moment, the design is the same as any other masonry wall.

Das and Coduto both have some good texts on foundation engineering in which you can get some information regarding the design of eccentrically-loaded footings.

It boils down to drawing a good free body diagram. A student should be able to handle that.

Design concept is identical to a retaining wall design where retained height is zero and in place of soil pressure apply the lateral wind/seismic force normal to the wall.

If it is a standard 6 feet high residential fence wall, many local jurisdictions have acceptable prescriptive details without engineering.
