Its always true that Intake manifold size would be approx same as engine size?

No. The plenum volume has some affect on the engine's power band and is adjusted accordingly. It has less affect than the cam and intake runners but still important. ISZ

Howver it is not a bad rule of thumb for a naturally aspirated road-car.
