manhole QC check pls help

Shell Manholes
Manholes shall be installed within the following tolerances:
a) specified projection from outside of shell to extreme face of flange, ±13 mm (1/2 in.)
b) elevation and angular location, ±13 mm (1/2 in.)
c) flange tilt in any plane, measured across the flange diameter, ±13 mm (1/2 in.)


Help me understand how to check for projection from outside to face of flange, elevation, and angular location, and flange tilt
 
My thoughts-
Projection- measure to repad and adjust for repad thickness, or use 4' level and measure above repad or measure inside neck and adjust for shell thickness.
Elevation- tape measure, 4' level on tank chime if desired
Angular location- tape measure
Tilt- 4' level and tape measure or ruler.
