There is a vertical pressure vessel with 4.5 bar operating pressure.Orientation of Man-hole over this pressure vessel is incorrect.Purchaser wants to change the location of the man-hole due to its impassable entrance.which one of the following ways for closing the hole of the man-hole is correct?
1-Patching over the hole after cutting out the Flange?
2-Blinding the Man-hole?
3-Inserting new plate after cutting out of previous one from its welding lines?
Please let me know the remedy action as per relevant standards.

No. 2 and 3 are the options I choosed, we had a problem like this sometime ago, We solved by using no. 3 and it's working fine.

Your situation is not uncommon. I concur with Lhenrique's advice. The blind is the easy way out and also offers the advantage of an "extra" :0) opening. Using the drop would be the next logical choice to due to material and geometrical compatibility. Patching can be tough depending on the location and configuration of the vessel. All of the methods you listed are acceptable.

depending on the PV low, high pressure, lethal, unfired steam, boiler, if NDT and PWHT will apply depending on the metal T. You may consult your AI for acceptance and before more mistakes are noticed.
non comformance reports for material repairs per your QC and so on.
