We currently make a motor component. The design calls for 1018 HRS.

We are not able to easily find 1018 steel in the hot rolled form for the shape that we need but 1018 CRS (cold-rolled-Steel) is readily available.

Are these materials magnetically comparable?

Is it cold rolled and then either normalized or stress relieved?
Or is it just as cold rolled?
If you are not working it very hard (magnetically) then it likely won't matter.
I am guessing that this is the case, otherwise you would be using a lower C product.
The issue with as cold rolled is that the properties will very more depending on exactly how much it was rolled.

Anneal after machining and it won't matter.
