The resistance determines the loss in the form of heat,
the voltage changes with the inductance which depends
on the magnetic force lines IN THE CORE.
For simplicity let's call the portion of the wire
which is perpendicular to the iron core "lead" and
the portion which surrounds the core "coil"
If you want equal voltage, make sure that the
angle between the beginnings and ends of both coils
are the same, in this case 24.9*360 = 8964 degree
and their distance from the core (diameter) is not
too different. The leads have no effect on the voltages
