LTC settings of a Power transformer

I have a question regarding the tap Changes of power transformer
Is the bandwidth of the tap changer specified in volts on a 120v base or in percentage of the secondary voltage of the transformer?
I have been trying to get some spec of manufacturer, but it seems so hard to get

The control generally works on a 120 V base, so the bandwidth is in volts on a 120 V base.
 
Is there a document that states that? something like a spec
 
Bandwidth in volts is easier to work with. If in percentage, say, 2.333333%, then you have to calculate it then get 2.8V
 
Try the tapchanger control instruction manual
I would expect that the 120V base is not international but is restricted to North America.
