The lower the condenser temperature, the lower the 'lift'. Chiller energy usage is a function of lift and flow.
The reduction in energy is a function of the control of the chiller. A chiller that is controlled with a VFD will benefit more from 'reduced lift' than a chiller with slider valve control.
Once condenser water temperature is equal to the chilled water temperature, there is no benefit. Some/most chillers have a minimum acceptable condenser water temperature.
