Low Speed Railroad Crossings

All,

I wanted to see if anyone could help with how to treat railroad crossings as I am having trouble applying with the HCM. How do you analyze a low speed road segment (<35mph) that crosses a railroad line for LOS with and without the crossing? Obviously without the crossing it would be just a low speed segment. Is this even applicable to the HCM?
