We are investigating the feasibility of using a low level river crossing for a golf course. The flow is quite low for 95% of the year and could pass through culverts. There is invariably a spring flood when the water level would be up 5 or 6 ft for a week or so period before the golf season begins. At that time the flow would be over the crossing. Looking for design parameters and cautionary notes for such a concept

The US Forest Service may have something, since many of their roads are too lightly used to make bridges economical.

Two questions: are spring flood velocities high enough to cause erosion around such a structure? Will local or state environmental regs permit it?

The local greenbelt has such a crossing, and I don't think they're too uncommon.

With the culverts, larger tree limbs will wash down the creek and hang up on the culverts. And when the creek floods, it can leave a layer of slimy mud on the crossing and the approaches to it. In other words, a certain amount of maintenance is associated with it, especially on a golf course.
