Looking for guidelines & best practices on water tight bolted joint design & validation

Running into a wall right now...
I need to achieve IP69K on a bolted connection. The connection will use open ended rivet nuts and I can't find any supplier that offers IPX9 rated rivet nuts (Either they're all scared or don't want to do the work or just offer close ended rivets as an easier solution). Closed rivets & other closed inserts are off the table due to thread engagement & depth limitations.
I think a combination of under head sealing (PVC foam/O-ring or otherwise) + fastener sealing (again under head o-ring/foam + foam on the threads) should be enough but I would really like some technical documentation on the topic.
Specifically any documentation pertaining to sealing design of bolted joints (is a foam sealant better than an O-ring? Should we be applying sealant around the insert after installation? ETC) I have lots of questions!
TL;DR : Anyone have experience with water tight bolted joints & if so could you please share some reading material?
