Longshot here... MOTEMS w/ timber?

Hey all - I've got a question for those of you having experience with MOTEMS (Seismic design provisions for marine oil terminals in California).

Subsection 3104F.2.2 states that NDS allowable values for timber piles may be factored up by 2.8 to obtain ultimate values for seismic analysis.

NDS states that you can multiply allowable values by 1.6 (Cd duration factor) for seismic loads (NDS appendix B.2).

My question is, can you multiply your NDS allowables by BOTH of these factors? That seems like it would be quite an increase in allowables (1.6*2.8=4.48)! However, there is nothing in MOTEMS that discusses whether or not you can use the duration factor in addition to the 2.8 increase. Same for NDS (although my 2005 NDS was put out before MOTEMS went into effect).

If any of you has had experience with this your input would be GREATLY appreciated!
