Lofting hollow sections

Is it true that you cannot loft something like a tube cross section into another one? You have to make a solid tube first and then use cut-loft to cut out the inside. If so, is there an easier way to do this? Hopefully I'm wrong as this would be a nice feature for making ports and variable cross section tubes. Thanks.
 
Look at using a surface loft... but you cannot cut something if you don't have a solid to work with.

The Loft feature can be "Thin" Option should be at the bottom of the property dialogue.

If your parts thickness is uniform, I would model it solid, then shell it.
