As long as the total square foot area of each floor does not exceed the limit per floor, i.e. 52,000 sf for LH and OH - then you can have a single control valve, typically at the service entrance.
However, this needs to be coordinated with the fire alarm system, because the fire department (and others) will want to know where the fire is happening, which having a single control valve will not facilitate.

This answer is dependent on the edition of NFPA 13 you're applying. Section 8.16.1.5 of the 2013 edition requires floor control valves in buildings 3 or more stories in height. NFPA 13 doesn't require FCVs when the combined area of all floors in a multiple story building doesn't exceed the Section 8.2.1 area limitations. If your building is a high rise and in the US, the IBC has additional requirements for FCVs.

Depending on the situation, we have shown all valves in a single valve room. For example, a 3 story apartment building with a valve room at the first floor. It requires extra bulk piping, but we put all three control valves in the valve room and then run separate bulk up to each floor.
Once you get to 4 floors, that typically requires standpipe (assuming that the top floor is >30' above fire dept access), so then the valves are just located in the stairwell coming off the standpipes.
