load reduction factor allowed in 13th edition AISC manual for full pen

wanted to know if there is a load reduction factor allowed (specified) in the AISC 13th edition steel manual when wanting to use fillet welds between columns and baseplates in lieu of full penetration welds for columns in moment frames.
