Load rating Level 1 and Level 2

What the main difference between Level 1 load rating and Level 2 load rating. For me the only differnce that level 1 must certified by PE. I do not know if there are any other differences between them. Thanks for help.

Where did you read about Level 1 and 2? NYSDOT has Levels 1, 2 and 3 but these are specific to that agency. See link below.
