Load Distribution to Silo ABs 1

Hey all,

Today is the last day in the office before I go on vacation so maybe that is why my brain is a little foggy. Trying to determine what the tension load distribution would be from wind OT forces for silo anchor bolts. The silo in question has a lower flange in which some sort of stiffened washer will be seated over the flange and protrude off of the edge for the anchor bolt attachment to the foundation. As of right now, I can specify the AB pattern and I am thinking of an 8-Bolt pattern or 1 every 45 degrees around the perimeter. My question is, what would be the proper way to determine the tension in each anchor bolt? Please see attached rudimentary sketch.
 
The normal assumption for anchor bolts on a tank or silo is force distribution is Mc/I - P/A, treating the anchor bolts as an equivalent ring of metal.
