I'm in Wisconsin and we use NFPA 70 and SPS 316

I have a project with 12 single bathroom. 4 of them have shower in addition to WC/lavatory. Each will have a receptacle by the mirror. I know each needs its own 20A GFCI circuit. But I wonder how I calculate the load on panel level?

There are no hair dryers provided and any hair dryer used would be if a user brings one from home. in my estimate, hair dryer use would be rare, but possible.

Do I assume 180VA for each duplex receptacle? Or do I assume each of them using a hair dryer and apply diversity?

I don't know if in practice multiple hair dryers will run at the same time. Especially with only 4 of them having a shower. A hair dryer may be 1500VA. But it seems excessive to assume that for all 12 bathrooms. One could think assuming 180VA for each receptacle should cover most uses of hair dryers. But 12x180=2160VA would exceed 2 hair dryers running, which is a possibility.
 
If this is not a dwelling unit, there is no requirement for a 20 amp circuit or even a receptacle in the bathrooms. Assuming it is not a dwelling unit the code only requires a load calculation of 180 VA per receptacle. If it is a dwelling unit the bathroom branch circuit load is included in the 3 VA per square foot general load calculation.
