Live load for fire escape

The ASCE says it should be 4.79 KN/m2 however can this be reduced when the building is only a residential building with 2 apartments per storey ?
 
4.79 seems reasonable. The same uniform loads is used on stairs.
 
Does the jurisdiction in your area have a residential code?
 
I don't think that the code allows for reducing this live load. It is set at this level not so much for handling the LL of people fleeing a fire, so much as it is supposed to accommodate the load of the firefighters and the hoses and equipment and such that they might be lugging up the steps. Your location would not minimize that need.
