Liquid PSV Sizing

In API 520-I, two sizing methods are considered in sizing for liquid relief. They are:
1) Section 3.8 - Sizing for Liquid Relief: Pressure Relief Valves Requiring Capacity Certification.
2) Section 3.9 - Sizing for Liquid Relief: Pressure Relief Valves Not Requiring Capacity Certification.

I need to understand the differences between the two methods.

From the two methods, which one can I use to size the PSV to be installed on a crude oil pipeline.
