Lintel error

I am looking for help reguarding a personal residential project in India. I am the project owner and not an engineer. The issue involves a cast in place concrete lintel with an exterior shelf/extention. This lintel was supposed to be tied in to the structural column since the lintel abuts it and has no support. The problem is the contractor built the column higher than the lintel before thinking of needing to tie into it. He thought he could hide the mistake by just deadending the lintle with no rebar tie in. His proposed fix is to drill into it (who knows where) and install the rebar after the fact. This doesn't seem adequate especially since the lintel has a cantelivered extention. Under the extended lintel will be a box window. I'm worried even a few mm of deflection will cause problems, cracking the window panes or worse. Short of demolishing the lintel and column to its connection point, what can be done? I can share more relevant details as needed. BTW, it is a corner column so four bars theoretically could be inserted horizontally to the lintle from the exterior. Maybe that is what they are planning.
