Linking a task to a recurring task

Hello all,

I have a recurring task which is set to the 4th Monday of every month. This recurring task is a monthly township submission deadline.

I would like to be able to link the completion of some tasks to this monthly meeting. If these tasks are not completed before the deadline, I would like it to automatically like these tasks to the next month's submission deadline. Does anyone have any input as to how this can be accomplished?
