lines surge arresters.

Dear Sirs,

I have studied that at few places of the Transmission lines, they put surge arresters where the probability of lightning strike is higher. Where is this put?

2. How can conductor creep be prevented?

Shield wires are considered better protection against direct lightning strikes. Surge arresters provide better protection against induced voltages.
Creep is due to structural/mechanical properties of the conductor, I don't think you can prevent. We normally take creep into account when doing the clearance checks.
 
Use arresters wherever the cost of over voltage damage warrants adding the protection. In my area a huge number of arresters were recently installed on underbuild, following some experiments showing some very significant reduction in damage costs. Most of the incidents involved overbuild - higher voltage level wiring falling onto lower voltage level underbuild.
