Line-weights when printing

We are moving to NX10 and I recently inherited the task of setting up/revising the templates & settings. I wanted to resolve an issue we've had in previous versions of NX and that is the issue of the view line-weights not "printing" correctly either to the plotter or PDF. We currently create a pcf for use throughout the company electronically and are considering PDFs for that purpose. There is an issue with pcfs which I'll post a new thread about. I have messed with the scale factor settings in an attempt to effect some sort of change but get nothing. The border and title block line-weights vary when printing a given drawing size to a smaller sheet of paper but the view line-weights may vary proportionately also but remain unchanged. Is this an issue of printing vs plotting operation? If we need to be "plotting", how do I set that up?

In the attachment the weld symbol & surface finish symbol are the same line-weight as the note and the hatching & hidden lines should be thinner than the object lines.
