I just wonder how could STAAD consider controlling maximum soil bearing pressure in order to transfer remainder loads in to stiffer support?

To make my inquiry more visual, i had a tank illustrated in my attachment, where i have a base slab sitting on fill, while the walls are directly supported by wall footing founded on stronger soil base. Say the fill on a well compacted condition could have only 100kPa max SBC, any exceeding loads i want my wall footing to carry at 250kPa SBC limit. If i have a finite element model, i could assign particular soil springs for each condition, but how could i limit the weaker spring absorb only to its limit, then all other be taken by the wall footing?

STAAD has something called multi-linear springs that might help here. Check in the help for Multilinear Spring Support Specification
