like bid capacity in PQ document

Dear sir,

Can somebody please tell me what is process to calculate bid capacity?

I read in my work place document as 7*A-B whereas, in google search it is given as 4*A-B where A = Average Annual Turnover of best three years out of last five fiscal years.
B = Annual Value of the existing commitments and works (ongoing) to be completed, calculated from FIN-4.

But at one place in office document, bid capacity has been shown equal to average annual turnover of best three years out of last five last fiscal years.(attached notepad).
