Lighting in the lifeboat area

Floodlights covering lifeboat and rescue boat preparation and launching areas shall be powered by the main UPS’s and shall be equipped with local switches.
Question: why is it required to be powered from UPS? why not from fixtures with integral battery backup?
 
size of the battery required I would guess.

Also then one switch activates all the lights.

Often emergency lights stay off until the power goes.

Where does it say that?
