What might be the simplest approach to calculating and/or capturing an energy cost savings relative to shutting factory lighting systems off that are not necessary over weekends and during other non-work shifts?

Thanks in advance for any suggestions offered.

Why wouldn't it be 2/7 of the power and a similar increase in time between bulb replacements, as a first order approximation?

Check the cost per kWh on your utility bill -- or use a 5-cent per kWh rule of thumb.

kW x hours x cost/kWh = energy cost.

IRstuff's estimate makes sense too (assuming you can get a handle on what the existing lighting costs are)

try wiring the lights on each row to one phase and turn off two phases when th eplant is not in production. might be a littl elabor intensive, but involves a lot less capital investment, than switching over to flourescence all over.
