Life Cycle Cost Analysis

I have a project where I have to use a program called BLCC to evaluate a couple of design options. The program is from the Federal Energy Management Program website. This is the first time I've had to do a life cycle cost analysis and was wondering if there was anyone out there who could answer a couple of questions. One being, what's the difference between this program and say Trace 700's energy analysis?
