Licensed vs Non-licensed Civil Engineer 1

Hello,
One of my friends has a construction related experience of about 10 years. He is not a degree holder/licensed engineer.
On the other hand, I know a Civil Engineer who recently passed Fundamentals of Engineerign(FE) exam. He is practicing for about 02 years in building design.

Now, I am going to have a design from the non-licensed/degree engineer as I have seen his experiences. Is it OKAY? or shall I get a design from the less experienced engineer.

Please help me to decide.

Sounds like you are trying to choose between the lesser of two evils.

Or maybe better stated - two choices of questionable quality.

The local laws pertaining to the practice of engineering would apply.

Also, why not hire a truly licensed engineer?

You need a licensed engineer, but you don't have to settle for someone with limited experience.

you might need a licensed engineer, just depends on the local laws

for example, if you are designing a house in the United States, generally you dont need a licensed professional, just an experienced contractor
 
In Bangladesh, you should follow the local law. If no laws apply, then you have to use your best judgment as to who to employ.
 
Don't Walk Away Run. Is this some kind of Bangladeshi Paradox?

Neither of these individuals seems to be qualified for your under described project. Why would you ask for a recommendation for an unknown project with equally unknown qualifications?
 
As mentioned above, neither individual meets western standards to perform an engineered design of a significant structure.

That said, Bangladesh has it's own laws and customs.

If I really must choose between the two, my observation is that the contractor will typically work better.
