Legislative requirements and emission standards

I was wondering if anybody could help me find information on the legislative requirements for an EIA and the emissions standards for Thermal Power plants in Zimbabwe, Tanzania, Lesoth and Swaziland. At present am doing a scoping report on those countries and am looking for some legislative information.
