LEED Semiheated & Conditioned

I am working on a LEED water treatment plant project. According to ASHRAE 90.1 the process areas are semi-heated (less than 15 BTU/hr-ft2 Zone 4) spaces and the office areas are conditioned.

When preparing the simulation model, I'm thinking the envelope should be broken into 2 values. One type for semi-heated spaces and one type for the conditioned.

Any thoughts? If I leave the building entirely conditioned then I get a bunch of unmet cooling hours and miserable energy savings.
