LEED Core and Shell, shell building has no hvac

i'm new to these online LEED forms, our project is a retail shell building (strip center) with no hvac whatsoever, it is all on the tenant. it will be packaged RTUs. how do we, or can we, get certified if there is no hvac? several credits say we are not eligible for that credit since we have no hvac, but appendix 5 in the reference guide says we are to fill out the forms based on anticipated tenant work.
 
Sounds like you answered your own question. Fill them out based on anticipated work.

If you want to meet LEED, maybe make some assumptions about the tenant buildouts and then have the leasing company hold new tenants to those assumptions, at a minimum. That may not go over well but I'm not sure what else you could do on your end.
 
ok, thanks. that is our plan, we are drafting up a lease for the tenants to follow. i think the credits that specifically say we cannot get that credit if we don't have hvac on the core and shell are not possible for us to achieve
