Ledger connections

I am currently renovating an older building and have decided to balloon frame the exterior walls. Would it be acceptable to attach a 9 1/2" lvl ledger to 2x6 studs to hang floor joists from? I would use 5/16 X 5" GRK RSS bolts 2/stud.
 
I wouldn't do it without an engineer designing it based on applied load, eccentricity to joists, exterior wind load, etc.

I would agree with JAE, this type of connection can create eccentricities on the wall studs. I could see this especially being a problem over long spanning headers. Why do you need to balloon frame? If you must, be sure that the lateral load path is complete by including blocking between the floor diaphragm and the exterior shear walls.
