Generally, the tank and the control system would come separately. Tank companies don't necessarily know anything about controls. As David says, you can use a standard API 12D tank if you want, or you could use AWWA D100 or API-650 App. A at about the same price (tank would be field-erected in any case). For water service, you'd generally want the tank epoxy lined.
Probably the best bet on the controls is simply contacting a company (ie, electrical contractor) that specializes in that type of control system.
I'm not sure what your comment about the 10,000 BPD @ 150 PSI means. The tanks mentioned above are all essentially atmospheric tanks. At that flow rate, you may want an oversized overflow on the tank, compared to what you'd see on an oil tank.
