Leakage on corrosion lap-weld shell seam Gasoline tank

Hi all,
During some round inspection on gasoline tank: few scabs (built-up) product with weeping mark were observed on lap-weld shell seam. The tank is empty now. We conducted close-up visual inspection conjunction with NDT MPI, there was evident of weep hole on corrosion weld with product existing and weep out (really slow) between the gap of shell lap-welds.

Based on API 653, repair plate lap-weld not allowed to install lapped onto lap-welded shell seams (section 9.3.1.10). We either could not pad weld to seal the weep hole on the lap-weld due to flammable and explosion hazards from leakage product.

With your high experience from all of you, what is your recommendation to repair on this case?
