hey has anyone encountered a way to make a lazy offset in solidworks for example 1/16 offset on 18 ga
 
I'm not familiar with the "lazy offset" terminology. Can you explain more or post an example image?
 
These are typically called a "joggle" but as rcass pointed out SW calls the tool for it "jog".

solidworks calls it a jog every where I've worked it is called an offset. and a lazy offset is when you don't bottlom out the break pess punch so your the resulting "offset" is different than the one it the tool was made for. you end up with a slight angle instead of two 90's
anyway I figured out I missed the box that said jog angle
