Lateral movement of buried tank during earthquake

I am concerned about the lateral displacement of the bullet tank shown in attached cross section under an earthquake. It looks like tank will be still buried,though marginally, in order to have a lateral displacement lower than one inch. Your input is appreciated.
 
There's no cross section attached. But one inch isn't much movement, buried or not. ASCE 7 requires flexible pipe joints, if that's your concern. It's better to allow for some movement than to try to limit it.
