Would like some information on figuring out the resistance of concrete block walls to lateral forces. Wall is about 10' high, application of lateral force is about 7' above floor. Suggestion on references, rules of thumb or any other relevant info is greatly appreciated

Check ACI 530. This should give you most of the info you need.

resistance to lateral forces is tied to the design of the steel reinforcement - which is not standardized. It also depends on if there is any lateral support at the top of the wall. There is no rule of thumb. Another reference would be "Reinforced Masonry Engineering Handbook", J.E. Amrhein, Masonry Institute of America

To the above responders, thanks for your replies. Instead of using the outside wall as means of support, I have decided to build a self standing frame, independent of the wall to support two adjacent hood and exhaust duct w/ blower systems having a combined weight of about 1100 lbs.
