Lap Joint Stub-in Flange

In Pipeline Terminals it is common to use an expansion loop with lap joint stub-in flanges in the piping going into and out of the tank. This is intended to provide flexibility for thermal expansion and allow for differential movement in foundation due to poor soil conditions and/or frost heave.

Does anyone have any background on the required preventative maintenance that is required on the lap joint stub-in flanges? They seem to be very reliable, but I have heard that the bolts are supposed to be loosened periodically to allow the flange to rotate to its natural position. Does anyone have some insight on these flanges?
