I have a clarification question regarding OSHA's fixed ladder regulations. If a fixed ladder currently has a cage (cage begins about 7' above the ground)can a cabinet be stored right up against the ladder from the floor to about 5'? Common sense would tell me it can not be but the regulation says a fixed ladder without a cage must have 15" on either side of the ladder open. This ladder has a cage but the area in question is below the cage. Again common sense would tell me that the cabinet can not be within 15" of the ladder but does anyone know the answer to this? Thank you for your help!

Seems pretty clear to me, the ladder does not have a cage in the area where the cabinet will be. Therefore the cabinet cannot be closer than 15" to the ladder.
