Check out the VISA software from NI.
I think they stopped including it in the standard install but you can download it and install it manually. It offers support for ethernet, RS-232 ports, USB, and lots of other serial communication schemes. I've seen it used but haven't worked with it myself. Hopefully you'll find some examples that will get you started.
