L type pulley tooth depth, 2.13mm (0.0838'') or 2.68mm (0.1055'')?

I have been using a L type hobber in my factory for years, never had problem with it. But recently the pulley I cut had been rejected by the QC dept. of my client because of the cutting depth.

On the drawing it says the cutting depth should be 2.13mm. And I looked up on Misumi-ec.com, their type L pulley has a tooth depth of 2.13mm too. (
But my hobber has a cutting depth of 2.68mm.

I looked up on the internet and found a graph that has 3.25 for L type belt tooth depth (
What's the correct tooth depth for L type pulley, anyone know? (and also the reason for these variation in depth?)
 
Im unsure why your cut depth is that. All our Hobs we use to cut L is .083" depth so the 2.13mm. IP-24 is the standard for this pitch and it shows the 2.13 if you need a reference to that dimension Yours could be to some euro standard maybe DIN? Or another thing it could be a non-topping style hob?
