Jpeg(or any image file) covert to autocad entities 1

Any way to convert an image file into AutoCAD geometry? I'm guessing no.

I have a program that converts *.pdf to *.dwg. If the *.pdf was created directly from CAD, then the translation is great... gives layers and vectors... If the *.pdf was created from a scan... not so good... gives graphics images and embeds these into a CAD dwg.
