Joining layers

I am using shell99 elements to model a fiberglass circuit board with adhesive and aluminum heatsink layers around the outside edge on the top of the board. I create the board layer separate from the top two layers, but mesh them all such that the nodes match up. when I then do a modal analysis the board and adhesive seem to connect on the outside edge, but not at any of the other nodes. is there any way for me to get them to connect at all coincident nodes? If not would it make sense to create all 3 layers at once and then use EKILL on the elements that I do not want?
