JIS Equivalent for 1010-1020 steel

1010-1020 is not HSLA.
The numbers 1010-1020 only refer to chemistry according to SAE J403.
Most JIS standards are for specific product forms (sheet, bar, etc.).
Can you provide more information?
As for translating specfications, there is no easy method. Perform a search at this site for references (like Stahlschlussel or Worldwide Guide to Equivalent Irons and Steels)
